本文分析了我国农村土地流转的发展历史、形式、特点及存在的问题，在此基础上提出了解决问题的几点建议：一是推动产权创新，赋予农民稳定预期；二是建立符合市场经济要求的土地流转机制；三是搞好宣传，加强培训，落实规范管理；四是研究制定土地承包纠纷调解和仲裁办法，维护农民的合法权益。
