第三十三条企业事业单位、农业集体经济组织未经县级人民政府水行政主管部门批准，擅自开垦禁止开垦坡度以下、五度以上的荒坡地的，由县级人民政府水行政主管部门责令停止开垦、采取补救措施，可以处以罚款。
